(III) Bonded storage & trade supervision policies

1. 综合保税区内货物（除有关规定外）不设存储期限。但存储期超过2年的，区内企业应当每年向海关备案。

1. Unless otherwise stipulated, goods stored at KMFTZ are not subject to any time limits, but registration at the customs is required every two years.

2. 综合保税区内企业之间货物可以自由流转。

2. Goods may be traded freely among enterprises in KMFTZ.

（四）检验检疫监管政策

(IV) Inspection & quarantine supervision policies

1. 综合保税区内企业从境外进入综合保税区的仓储物流货物以及自用的办公用品、出口加工所需原材料、零部件免予实施强制性产品认证。

1. Goods, self-consumed office supplies, and raw materials & parts (required for export processing) imported by enterprises in KMFTZ from abroad are not subject to compulsory product certification.

2. 从综合保税区输往非保税区的应检物，除法律法规另有规定外，不实施检疫。

2. Unless otherwise specified in relevant laws and regulations, goods required to be inspect and quarantined are not subject to inspection & quarantine when leaving KMFTZ for non-bonded places.

3. 对于集中入境分批出区的货物，可以分批报检，分批检验；符合条件的，可以于入境时集中报检，集中检验，经检验合格的出区时分批核销。

3. Goods entering KMFTZ as a whole but leaving in batches may be applied for inspection and inspected in batches. Compliant goods may be applied for inspection and inspected as a whole when entering KMFTZ and written off in batches when leaving.

4. 从非保税区进入综合保税区后不经加工直接出境的，综合保税区检验检疫机构凭产地检验检疫机构签发的检验检疫合格证明换证放行，不再实施检验检疫。超过检验检疫有效期、变更输入国家或地区并又有不同检验检疫要求、改换包装或重新拼装、已撤销报检的，应当按规定重新报检。

4. Unprocessed goods at KMFTZ may leave at the presence of the inspection & quarantine certificate issued by corresponding agency at the place of origin, and no further inspection & quarantine is required. In case the validity date of inspection & quarantine expires, the export county/region changes which leads to the change of inspection & quarantine standards, goods are re-packaged or reassembled, or previous inspection & quarantine certificate has been cancelled, the goods shall be inspected and quarantined again.

5. 综合保税区内企业加工出境产品，符合有关规定的，可以向检验检疫机构申请签发普惠制原产地证书或者一般原产地证书、区域性优惠原产地证书、专用原产地证书等。

5. Enterprises processing export goods at KMFTZ, if meeting relevant requirements, may apply to the inspection & quarantine agency for the Certificate of Origin Form GSP, Certificate of Origin Form, regional preference certificate of origin, exclusive certificate of origin, and so on.

6. 经综合保税区转口的应检物，在综合保税区短暂仓储，原包装转口出境并且包装密封状况良好，无破损、撒漏的，入境时仅实施外包装检疫，必要时进行防疫消毒处理。

6. For goods (subject to inspection and quarantine) to be stored at KMFTZ temporarily before export, as long as they are originally packaged and well-sealed without damage or leaking, they shall only be subject to external packaging inspection, and disinfection if necessary.

7. 转口应检物出境时，除法律法规另有规定和输入国家或地区政府要求入境时出具我国检验检疫机构签发的检疫证书或检疫处理证书的以外，一般不再实施检疫和检疫处理。

7. Unless otherwise specified in laws and regulations, or the import countries require the inspection & quarantine certificate or quarantinable treatment certificate, goods subject to inspection and quarantine shall be exempted from such when leaving KMFTZ.

8. 综合保税区内企业之间销售、转移进出口应检物，免予实施检验检疫。

8. Goods subject to inspection and quarantine shall be exempted from such when being traded or transferred among enterprises in KMFTZ.

9. 综合保税区内企业为加工出口产品所需的应检货物和自用的办公和生活消费用品，免予实施品质检验。但以废物作为原料的，按有关规定实施环保项目检验。

9. Materials (subject to inspection and quarantine) for processing, and self-consumed office supplies and groceries required by enterprises in KMFTZ shall be exempted from quality inspection when entering KMFTZ, but wastes as materials shall be inspected according to relevant environmental protection requirements.

10. 对综合保税区内企业生产加工的属商品检验和食品卫生检验范围内的应检物，有下列情况之一的,应实施品质检验或食品卫生检验:A、标明中国制造的;B、使用中国注册商标的;C、申领中国产地证的;D、需检验检疫机构出具品质证书的。

10. Goods produced by enterprises in KMFTZ shall be subject to commodity inspection or food sanitation inspection in any of the following circumstances:

A. “Made in China” is marked;

B. trademarks registered in China are used;

C. Certificate of Origin issued in China is required; or

D. qualification certificate issued by the inspection & quarantine agency is required.

除以上情况外，免予实施检验。

To the exclusion of the above circumstances, goods produced by enterprises in KMFTZ shall be exempted from inspection & quarantine.
