（十七）深化与“一带一路”沿线国家产业合作。支持传统优势产业到劳动力和能源资源丰富的国家建立生产基地，发展转口贸易和加工贸易。支持在重点开发开放试验区、边境城市、边境经济合作区、跨境经济合作区积极承接加工贸易梯度转移。

(17) Deepen industry cooperation with countries along the “Belt and Road”. Traditional competitive industries are encouraged to build production bases, and develop transit and processing trade in countries with rich labor and energy resources. Supports shall also be given to gradient transfer of processing trade to key pilot areas, border cities, border economic cooperation zones, and cross-border economic cooperation zones.

（二十）建立加工贸易新型管理体系。加强事中事后监管，完善加工贸易企业经营状况和生产能力核查机制，督促企业强化安全生产、节能低碳、环境保护等社会责任。加快推进商务、海关、质检、税务、外汇等部门与加工贸易企业多方联网，实现部门联动。在有效防范风险、确保税收的前提下，适时完善现有银行保证金台账制度。建立科学合理的加工贸易转型升级评价体系。

(20) Build a new processing trade management system. Measures shall be taken to enhance supervision through entire processing trade process, improve inspection on the operating states and production capacities of processing enterprises, and supervise processing enterprises’ performance of social responsibility, such as safe production, energy efficient production and environmental protection. A network covering commerce agencies, the customs, quality inspection agencies, tax agencies, foreign exchange administrations, and processing trade enterprises shall be built to realize active and efficient interaction. Besides, on the premise of ensuring effective risk control and revenue collection, a more mature deposit account system shall be established. At last, a scientific and reasonable processing trade transformation and upgrading evaluation system is also required.

（二十一）优化监管方式。加快推进区域通关一体化、通关作业无纸化等改革，进一步提高通关便利化水平。改进监管方式，逐步实现以企业为单元的监管。对资信良好、信息透明、符合海关要求的企业，探索实施企业自核单耗的管理方法。规范出境加工监管流程。

(21) Optimize the supervision mode. To realize more efficient and convenient clearance, it’s needed to accelerate such reforms as integrated regional clearance and paperless clearance. As for processing trade supervision, firstly, the current supervision mode shall be improved to gradually realize supervision on each enterprise. Secondly, qualified enterprises with excellent credit and transparent information may be allowed to develop their own unit processing consumption standards. Thirdly, the current outbound processing supervision system shall also be improved.

（二十三）加快海关特殊监管区域整合优化。充分发挥海关特殊监管区域连接国际国内两个市场两种资源的作用，积极推进其辐射带动周边经济发展，大力发展先进制造业、生产性服务业、科技服务业，推动区内产业升级。在自由贸易试验区内的海关特殊监管区域积极推进内销选择性征收关税政策先行先试，及时总结评估，适时研究扩大试点。促进海关特殊监管区域发展保税加工、保税物流和保税服务等多元化业务。

(23) Accelerate the integrated optimization of SCSZs. SCSZs shall be encouraged to play a better role in integrating resources from domestic and foreign markets, driving the economic development of surrounding areas, and promoting the upgrading of such sectors as advanced manufacturing, production-based service, and technology-based service. Trial selective customs tariff policies aiming at domestically sold goods may be implemented at SCSZs in pilot free trade zones, and the application of such policies may be expanded according to previous summaries and evaluations. Bonded processing, logistics and services shall be encouraged in SCSZs, diversifying the types of businesses.
